1 How to Use this Worksheet

This worksheet includes the columns and formulas required to compute a WOW Index score that correlates to the Intervention Recommendations as described in the white paper, “Extending the Reach of Adult Education Using the WOW (Who’s Online Where) Index.”  As noted in both the document and on the example worksheets for Ohio, formulas and weights may need to be adjusted for different states.  The goal of the worksheet is to provide a way for states to make the WOW Index useful to themselves. 
  
Users should see the white paper and the example worksheet, “WOW Index Preliminary Calculations – Ohio” before attempting to complete this worksheet.  The below letters correlate with the element descriptions in the white paper.  These elements are each given a WOW Index value and then calculated for a WOW Index Score.  The final WOW Index Score corresponds with the Intervention Recommendations to help state directors and others determine where to implement and/or expand online or hybrid instructional programming. 
 
A: Total Adult Pop (18+) w/o HS:  Percentage of adults w/o a high school diploma as calculated in the Wow Index Preliminary Calculations. 
B:  Households with Income Less than $25k:  Total percentage of households earning less than $25k annually divided by the total number of households as calculated in the WOW Index Preliminary Calculations. 
C:  Adults w/o HS – Internet Usage:  Estimated percentage of adults w/o a high school diploma who use the Internet.  It is calculated by dividing the number of adults w/o a high school diploma who use the Internet by the total adult population w/o a high school diploma.  Calculated in the Wow Index Preliminary Calculations. 
D:  Adults w/o HS – Broadband Connectivity:  Estimated percentage of adults w/o a high school diploma in households with broadband connectivity.  It is calculated by dividing the number of adults w/o a high school diploma who have broadband connectivity into the total number of households.  Calculated in the WOW Index Preliminary Calculations. 
E:  Public Libraries and Branches:  Total number of public libraries and branches.  This data can be found at the state library websites. 
F:  CAIs and Full-Service American Job Centers:  Total number of Community Anchor Institutions within 25 miles of county seat plus total number of full service American Job Centers for Internet access.  CAIs may be found at http://www.broadbandmap.gov/ on the CAI map.  American Job Centers can be found at http://jobcenter.usa.gov/. 
  
The remaining columns (I through N) include formulas based on weights assigned to each element.  See “WOW Index Elements (100 pts.) and Intervention Recommendations” for specific weights and points.  Column O is the WOW Index Score and is the sum of columns I through N.  Note that in these columns, there are default calculations based on missing data.  These calculations will change as data is enterend into columns  B though G.  The final column (Q) is the Intervention Recommendation of either F (Face-to-Face), H (Hybrid), or O (Online), based on the WOW Index Score.  States and other users may choose to adjust the weights and points in order to get an accurate picture of the counties in their states.
