ADDITONAL INFORMATION

I am requesting information on the above courses.

I would be grateful if you would inform me of the following information

regarding Drivesafe Courses:

b. The number of referrals made by MERPOL by year on TLACs

Merseyside Police do not make referrals to Drivesafe.

Merseyside Police offer those persons who fulfill the criteria, the option of attending on a Speed Awareness or Red Light Course.

The Speed Awareness Course can be taken anywhere in the country with any provider - it is the driver’s choice as to where they go.

Drivesafe became the Merseyside course provider in October 2009.

For the period 2008 - 2009 Merseyside offered 19,060 Speed Awareness or Traffic Light Awareness courses

For the period 2009 - 2010 Merseyside offered 19,151 Speed Awareness or Traffic Light Awareness courses

For the period 2010 - 2011 Merseyside offered 24,148 Speed Awareness or Traffic Light Awareness courses

Data form April to August 2011 is not yet available.

Exempt information

Section 12 Freedom of Information Act, 2000 in part.

The cost of providing you with the information is above the amount to which we are legally required to respond i.e. the cost of locating and retrieving the information exceeds the ‘appropriate level’ as stated in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004. It is estimated that it would cost take in excess of 18 hours work to comply with your request, which equates to the cost limit. Please see the response table for further information.

Red Light Courses are only offered by three Police Forces at present. In respect of offences committed in Merseyside Police area the courses are usually delivered in Merseyside or Greater Manchester and are delivered by Drivesafe. Force systems do not allow the statistical response to be split between red light courses and speed awareness speed courses.

Due to the way the statistical data is held, to obtain a more detailed response would require each file to be individually accessed, which would engage the cost exemption.

Drivesafe became the Merseyside Police course provider in October 2009.

Although excess cost removes the force’s obligation under the Freedom of Information Act, information is supplied relative to your request that was retrieved or available before it was known that the fees limit would be exceeded. This is intended to be of assistance but it does not affect the legal right of the force to rely on the fees regulations for the remainder of the request(s). The interpretation of the cost exemption is in accordance with Information Commissioner’s advice in decision notice case number FS50143930
